The training was a Hackathon or a class?

The training was a class on the first three dates (20th October, 25th October, 2nd November), while on the last day (3rd November), after an initial class, a hackathon was held.
 
The same format was replicated on all four training days (as different people participated in each session). On the first three days, an initial theoretical part was followed by the commented projection of some video clips from past hackathons. On the last day, the theoretical part was followed by a live hackathon.

Brief description of the course/hackathon

Each training day started with a quick ice-breaking quiz using the digital platform Kahoot!, aimed at introducing the training topics and testing the participants’ prior knowledge.
 
Once the quiz was completed, the training was structured as follows:
 
1) Theoretical part
1.1 The concept of emergency and the perception of risk (45 minutes)
– When can we speak of an emergency? Who intervenes during an emergency?
 
– The role of public authorities, the private sector and volunteers
 
– The role of citizens: what can each of us do to better perceive the main emergency risks existing in our society and in our specific territory? How can we react appropriately to an emergency and be of help to ourselves and others?
 
1.2 Emergencies faced by the DECIDO project in Turin (45 minutes)
– Focus on the flooding emergency: the cases of the Meisino and Murazzi areas in Turin. What are the current policies and protocols of intervention in the event of a flood?
 
– Focus on the social emergency after a pandemic: how Turin helped families in difficulty during the Covid19 lockdown and in the subsequent phase, which is still ongoing. What are the current policies and intervention protocols in the event of a pandemic? How was food distribution to families in poverty managed during the pandemic peaks and how is it managed in the post-pandemic phase? Where does food waste occur most and how can it be avoided?
 
– Focus on how Turin and Piedmont welcomed (and with what results) refugees fleeing the war in Ukraine: how to bridge the information gap of those who arrive in the city and are not aware of the functioning of the main public services (school, health, housing and active employment policies)?
 
– The meaning and value of evidence-based policies.
 
 
2) Practical part (1.5 hours)
2.1 Hackathon as a tool to turn problems into solutions and to better deal with emergencies
– The use of facilitated and guided discussions on circumscribed topics to engage different stakeholders so that they can contribute in a shared way to improving existing emergency response protocols and policies;
 
– Hackathons as a method to improve direct democracy and as an applicable tool in the DECIDO project.
 
2.2 Practical examples of hackathons already held in the three different scenarios of the Turin pilot
Parts of hackathons already held in Turin on the three scenarios presented above are screened. The videos are appropriately commented on by the trainers in order to bring out the hackathon method clearly.
 
This last part, on 3 November, was replaced by a real hackathon session on the “reception of Ukrainian refugees” scenario, which the participants in the training were able to attend with the possibility of intervening.

Did you respect gender equality?

Most of the Civil Service Volunteers who participated in the four training days are female. Furthermore, during the hackathon held on 3 November, three out of nine participants were women.

Have you been (environmentally) sustainable?

The meetings were held in person but almost all participants reached the Volontariato Torino headquarters using public transport.
During the hackathon on 3 November, some participants connected remotely.

Do you intend to make another training event? Is it part of a cycle of seminars?

The training could be replicated with the next civil service volunteers who will start their project year in the coming months.

How did you reach your target?

The 95 volunteers from the Italian National Civil Service – working in projects managed by VolTo – took part in the training days (with an average number of participants of 24 per day) as part of their compulsory training during the project year.

What were the expectations? Explain how you reached them?

The aim of the training days was to introduce the DECIDO project to the young volunteers of the Civil Service, making particular reference to the 3 scenarios of the Turin pilot (the City where the young people live and carry out their projects). Reference was mainly made to the innovative aspects of the project, i.e. the co-creation process through the hackathon sessions and the relevance given to evidence-based policies. Furthermore, the aim was to collect ideas and suggestions from the young participants with respect to the Turin pilot, opening the space for debate and confrontation.

Trainee

The trainees were 95 volunteers engaged in the Civil Service projects managed by Volontariato Torino. The Civil Service is an experience of active citizenship and youth involvement therefore it seemed to VolTo, a partner of the Decido Project, to present the project as an experience of policies built from below thanks to the involvement of the citizens and young volunteers engaged in Civil Service projects, collecting their ideas and suggestions. The training hours are part of the mandatory training course for volunteers.

The three trainers (Davide Prette and Matteo Maritano – VOL.TO and Fabio Perossini -KPRF) were chosen as representatives of the project partner DECIDO engaged in the implementation of the three scenarios of the Turin pilot.
