10/2/2022 EUROPE DIRECT Peloponnisos Online Event: A European Green Deal: Challenges in Employment and Entrepreneurship Organisation of a Conference In collaboration with EUROPE DIRECT Peloponnisos, an online session was organised. The online session was focused on discussing and interacting with The topics to be discussed will focus on how to overcome the challenges of climate change and environmental degradation and how to implement the European Green Deal, ensuring: a) no net emissions of greenhouse gases by 2050, b) economic growth decoupled from resource use, c) no person and no place will be left behind. Moreover, the EU’s digital strategy, which aims to make this transformation work for people and businesses, will be highlighted, in terms of making this transition interesting. The purpose is to create a more attractive investment environment, quality jobs especially for young people and small businesses, in order to transform local economies into efficient and competitive ones. All the above was presented, analysed, and discussed among stakeholders. 14/12/2022 Annual Conference and General Assembly of Cities Network “SUSTAINABLE CITY” Organisation of a Conference The cities network “SUSTAINABLE CITY” organized its 6th Annual Conference and General Assembly at CROWNE PLAZE Athens Hotel, on 14 December 2022. On the key topic “The Challenge of the Energy Crisis – Opportunities for Municipalities”, SUSTAINABLE CITY Network invited to the Conference all Mayors of its municipalities-members, as well as important representatives of the Government, the Mayors of Attica and representatives of other relevant bodies. With the opening of the Conference, the General Manager of SUSTAINABLE CITY, Mr.  Ioannis Georgizas presented the European programmes and actions in the Municipalities that are successfully implemented so far, the impressive development of activities during the short period of its operation, showcasing the support and co-operation possibilities the network offers to Municipalities. 6/6/2023 Rescue operation research and development days 2023 Organisation of a Conference The Rescue Research and Development Days 2023 are organized at the Rescue College in Kuopio on June 7–8. The theme of this year’s event is future security. The event focuses on future security from the point of view of cyber security and rescue operation preparedness for a war situation. 7/4/2022 First DECIDO hackathon in Finland Organisation of a Workshop The firs Finnish workshop included all relevant emergency, civil, public actors from the Kainuu region. Fruitful discussions were held on evacuation preparedness, resourcing and planning. Participants have agreed to participate to future initiatives, and a set of issues has been highlighted which will be address over the coming months.

21/9/2023 EOSC Symposium 2023 – Unconference session – Why are Public Authorities not (yet) a relevant user group for EOSC, and what can we do to foster this? Organisation of a Workshop The European Open Science Cloud (EOSC) is expected to progressively expand its user base as per the Strategic Research and Innovation Agenda (SRIA) and the Multi-Annual Roadmap (MAR). However, despite public investment on EOSC development, the uptake to the wider public sector is not yet in the spotlight. The total addressable market from public authorities is huge and includes different types of users ranging from small municipalities or regional administrations to biggest national and trans-national initiatives. In order to bring the user community closer to EOSC, DECIDO is setting up an EOSC Competence Center for Public Authorities and is collecting lessons learnt from use cases from early adopters. European Central Statistical Institutes were the key target audience of the conference and it was designed in order to highlight the importance of statistics in the new European Data Strategy. The event was split in two main days: the first one focused on the advantages for statistical institutes by leveraging data from society (e.g. B2G); the second one focused on the advantages for society by leveraging on statistical data (e.g. G2G, G2B). 18/7/2022 IISA 2022 Conference Participation to a Conference Public administrations are an integral part of every state, which is currently changing to gradually correct the weak points of the past. Data and digital technologies are there to support this endeavor, yet the opportunities they offer are not still fully exploited in Europe, despite governments’ intentions to digitize public administration for smoother and more accessible administrative procedures. In parallel, digital transformation, intensified by the exceptional circumstances of the COVID-19 crisis, is both imperative and inevitable for almost every aspect of the modern world and economy. This creates both new needs and solutions for public administrations. This paper aims to identify the open needs encountered by public administrations, involving reflections on available methodologies, data, and tools towards evidence-based policy making tailored to these needs. To accomplish that, knowledge, as represented by extensive desk research, was integrated with experience as the outcome of qualitative interviews with public administration experts from different countries. The EOSC Symposium is the main EOSC annual event and takes place this year in Prague, Czech Republic, from 14th-17th November 2022 as part of the calendar of events of the Czech presidency of the Council of the EU. This coincides with the Second EOSC Tripartite Event on the 15th of November 2022.

In recent years, public policy makers leverage large amounts of policy-related digital data that are generated through different channels (e.g., e-services, social media) to realize a shift towards data-driven evidence-based policy development. The advent of Machine Learning (ML) and Artificial Intelligence (AI) holds the promise to facilitate and accelerate this shift, through easing and automating the processing of large datasets, while helping policy makers to identify unique, yet previously hidden, policy development insights. Neverthteless, the use of AI for public policy development is also associated with significant technical, political and

regulatory challenges. This paper discusses these challenges and suggests a range of technical and technological solutions for overcoming them. The latter solutions include a reference architecture and a blueprint data mining process for AI-based policy making, along with AI algorithms that alleviate AI bias and boost transparency and explainability. Moreover, the paper presents the practical validation and use of these technological building blocks in real-life public policy making cases.

22/3/2023 Biennale Democrazia 2023 Participation to a Conference Biennale Democrazia is a cultural event promoted by the City of Turin and realised by the Foundation for Culture of Turin. The aim of the initiative is to spread a culture of democracy that can be translated into democratic practice. The 8th Edition of Biennale Democrazia, dedicated to the theme “At the Edge of Liberty”, was held in Turin in March 2023. Here we presented the DECIDO project as an example of active and participatory citizenship. In fact, the aim of DECIDO is to contribute to the improvement of emergency response policies through co-creation sessions involving representatives of public bodies, small local businesses, non-profit organisations, volunteers and ordinary citizens. The Kainuu Rescue Services – KAIPE – operate in the Finnish province of Kainuu. Kainuu is a large provice and sparsely populated. It is bigger that the whole country of Slovenia, which has more than 2 milion inhabitants, while Kainuu has less than 80,000. Kainuu has snow coverage typically from November to April, while the forest fires period is during May to July.

10/07/23 IISA 2023 Participation to a conference Public policy-making has a strong impact on our daily lives and on most of the aspects of our society including its relation with the environment. Sustainability as a global goal cannot be achieved without effective policies supporting it. The current trend in policy-making has two main pillars, policies are a) co-created with citizens and other relevant stakeholders and b) data-based to take informed decisions. Information technologies are needed to support these pillars and facilitate evidence-based policy-making. We present the DECIDO Portal that acts as a catalyst towards putting these general principles into practice gathering the technical components to be used within the whole policy life cycle. Notably, the portal lays its foundations on a well-defined co-creation methodology that can be seamlessly followed from a unique portal and provides best-practices for participatory processes and data-driven analyses. One of the precautionary measures is to assist residents in evacuation centers, which will be set up by order of the competent authority if necessary. The evacuation centers are designed to provide temporary protection and assistance to the population of the area when needed. They may be needed, for example, in the event of long disturbances in the distribution of electricity or water.

The presentation also included a functional exercise and is attended by residents of all ages.

1/10/2022 Inauguration of the first Ukrainian school in Turin Participation to other type of event On Saturday 1st October 2022, the DECIDO project was presented at the inauguration of the first Ukrainian language school in Turin Italy named “Abetka” created to convey Ukrainian culture to children who have had to leave their country due to war. Through the Turin pilot, DECIDO intends to help Ukrainian refugees arriving in Piedmont, and in particular in Turin, by facilitating communication through a Ukrainian-language portal. The portal will provide useful information on how to acclimatise in the new host territory, inserted by volunteers from the local Ukrainian community and dedicated to their fellow citizens: one of the main topics covered by the portal will be schooling, together with health protection, asylum paperwork, work, housing, sport and leisure.

What is NExTcamp?

The NExTcamp is a bar camp, i.e. a conference that is only “cool” and anything but boring, quiet and sedate – this is how many people imagine a job in public administration. The NExTcamp is an open conference whose content is developed and designed by the participants themselves. It is faster, more agile and more productive than the “classic” conference – and leaves plenty of scope for your own ideas and impulses. Everyone can take part: As a participant, you have the opportunity to bring lectures, training courses and workshop ideas with you in order to design your own session. What everyone wants is discussed.
